History of PSSM

True to the quote of the leadership guru Ken Blanchard, the eight highly competent leaders and like-minded physicians formed and laid the foundation of the Philippine Society of Sleep Medicine, Inc. (PSSMI) in 2002 with the shared vision of ‘transforming lives of Filipinos through excellent, accessible healthcare and research in sleep.”

 

The first year saw the incorporation of the Society in the Securities and Exchange Commission (SEC) with the first Board electing Dr. Felicidad Soto, a neurologist and a pioneer in the field of sleep medicine in the Philippines, being acclaimed as the founding president. Despite having only 12 charter members, it was already considered a breakthrough as it consolidated the forces of sleep medicine across the country.

 

As soon as the Society was formed, Dr.Soto casted the vision to the charter members and started leading the organization’s trailblazing initiatives. From 2003 to 2005, the PSSM gained traction across the Philippines, particularly through the launch of national events. In 2003, PSSM launched the First Sleep Symposium, coinciding with the global World Sleep Day, which was attended by 60 delegates and participated by pharmaceutical companies and sleep related providers.

 

With the conduct of national events, PSSM gained more popularity among the circle of physicians that led to the increase of its members in Visayas and Mindanao regions.  As the Society grew, the leadership organized its group by conducting its first ever Strategic Planning where they mapped out the five-year plan of the organization. Two important strategies recognized in the planning were affiliations with regional societies and the establishment of local training programs. Today, these strategies are well-established and integrated into the Society’s program.

 

In 2007 and 2008, PSSM intensified its efforts to strengthen its membership, as well as the education program of the Society. The year 2008 was historic with the presence of the world-renowned author and pioneer of sleep medicine Dr. Christian Guilleminault, who delivered a Master Lecture to the Society members. It was a once-in-a-lifetime event, which was described by participants as a transformative learning experience from the world’s luminary in sleep medicine.

 

The next three years, from 2009 to 2011 were marked by initiatives in accreditation and research. In 2008, Dr. Michael Alexius Sarte, the Society’s fifth president, conducted the initial groundwork for the accreditation of sleep laboratories in the country. The groundwork for sleep laboratories accreditation was initiated to standardize and improve the quality of sleep studies and treatments in the Philippines. This would also guarantee that patients receive appropriate and safe care from qualified professionals. In 2011, under the reigns of the Society President Dr. Rosalina Espiritu-Picar,  who spearheaded the institutionalization of the Sleep Research forum. This forum provided a structured platform for coordinating research, standardizing care, and accelerating progress in sleep science and medicine by facilitating funding, collaboration and knowledge dissemination.

 

Following the best practice initiated in 2006, the PSSM redefined its long-term direction as it conducted the 2nd Strategic Planning in Shangri-la Mactan in 2012–ensuring that resources were allocated well to achieve the organization’s goal and all departments were aligned toward a common vision. The following year, PSSM ushered in a new era of growth in the Society’s membership. Under the leadership of the seventh Society President Dr. Albert L. Rafanan, PSSM formed the accreditation and specialty boards. The Lung Center of the Philippines and Philippine Heart Center attained their accreditation. Twenty thirteen (2013) was a pioneering year with the administration of the first Basic Skills Sleep Tech Workshop with 67 attendees at the Union Bank Plaza and the first Specialty Board Exam with seven out of nine examinees successfully hurdling the test.

 

Twelve years after the organization began, PSSM, under the guidance of Dr. Virginia S. de los Reyes, exposed its membership to global best practices with the inclusion of international faculty sleep medicine pioneer Dr. Christian Guilleminault and sleep medicine educator Dr. Teofilo Lee-Chiong at the 8th Sleep Symposium in 2014. This Symposium had an impressive attendance of over 200 participants whose theoretical knowledge connected with real-world, global applications, that prepared them for an increasingly interconnected world. In the same year, the 2nd Specialty Board Exam was administered.

 

Twenty sixteen promised to be another groundbreaking milestone in the Society’s history with a multi-specialty guideline on obstructive sleep apnea (OSA) successfully completed proving that PSSM was wide awake and not sleeping on the job.

 

In March 2025, PSSM conducted the 18th Annual Convention during the World Sleep Day. It was attended by 30 participating companies and more than 200 participants. Twenty twenty-five (2025) was also a year of many firsts in regional and national campaigns on sleep health promotion—the Sleep Expo held in Clark, Pampanga that brought together sleep partners and the Regional Caravan that gathered clinicians and hospital administrators to assist them in developing sleep services. Another ambitious project rolled-out for the first time was the Drowsy Driving Prevention campaign with the slogan ‘Tabi Muna,’ that launched the three-series TV Commercial (TVC) to the public, including the high-impact LED wall Advertising on EDSA reaching out to millions of Filipinos about the dangers of sleep deprivation and drowsy driving.

Consolidating the Forces of Sleep Medicine

A conscious effort was made to gather like-minded physicians from different specialties to consolidate the forces of sleep medicine. The meeting of the first eight members of the board signaled the beginning of the society. The first board was elected with Dr. Felicidad Soto, a neurologist and a pioneer in the field of Philippine sleep medicine being acclaimed as the founding president. The first year saw the incorporation of the society and the holding of the First Sleep Symposium in March 2003, which coincided with the World Sleep Day, at the Manolo Lopez Conference Center in Antipolo. Despite having only 12 members, the conference saw an attendance of around 60 delegates with the participation of numerous pharmaceutical companies and sleep related providers.

Branding PSSM and Formalizing Membership Criteria

The year 2003 saw the assumption of the presidency by Dr. Mercy Antoinette Gappi, a pulmonologist, as the second president. Fresh from her vice-presidency and successful stint as course director of the first symposium, she personally spearheaded efforts to formalize the criteria for membership, with the creation of new categories for health professionals who had not had training in sleep, yet expressed an interest in the field. The logo of the society was commissioned and chosen by the majority of the members whose number had now increased to 18. In an effort to reach out to the rest of Luzon, the 2nd Sleep Symposium was held at the Baguio Country Club in 2004.

Outreach to Physicians in Visayas & Mindanao Region

The third year had loftier aspirations, envisioning a program to reach out to physicians in the Visayas and Mindanao region. The number of fellows had now increased to 23. Under the presidency of Dr. Patrick Moral, another pulmonologist, the 3rd Sleep Symposium was held at the Shangri La Mactan Resort, gathering an impressive turnout of over a hundred delegates. An internet site for exchange of ideas was set up under philsleep@yahoogroups.com. As the society was still in its infancy, it was decided to extend the terms of board and the current officers to two years in order to enable a continuity in the planning and implementation. Likewise, the symposium was transformed into a biennial activity as holding it annually was taxing on the small number of members at that time.

The Society had its first strategic planning session at the Edsa Shangri La Hotel where the direction of the Society for the next five years was mapped out, looking at affiliations with regional societies and establishing local training programs in the future.

Intensified Efforts to Strengthen the Society

Dr. Ruby Manalastas, took over the reins of the society which had now increased its membership to twenty-six. The symposium was brought back to Manila in its 4th iteration. Efforts to consolidate the earlier gains continued.

Transformative Learning from the Pioneer of Sleep Medicine
2008

A historic milestone as the Society welcomed the world-renowned author and pioneer of sleep medicine—particularly for his work on obstructive sleep apnea (OSA) and narcolepsy. Dr. Christian Guilleminault in the most awaited conference where he delivered a Master Lecture at the Shangri-la Hotel, Makati. Guilleminault paved the way for the development and recognition of sleep medicine as a legitimate clinical specialty worldwide.

Groundwork for Accreditation of Sleep Laboratories Begin

Dr. Mike Sarte, an otorhinolaryngologist, was elected as the fifth president of the society. The 5th Sleep symposium was again held in Manila. At this time, the membership had reached 30 already. The groundwork for accreditation of sleep laboratories was initiated at this time.

The reins of the Society returned to a neurologist, Dr. Rosalina Espiritu. Her term saw the establishment of the Sleep Research forum, the 1st and 2nd of which were held at the St. Luke’s Medical Center Global City and Lung Center of the Philippines respectively.

In March 2025, PSSM conducted the 18th Annual Convention coinciding with the World Sleep Day. It was considered the biggest gathering so far in the history of the Society, with 300 health professionals from all over the country. The conference highlights were a feature of Polysomnogram Workshop followed by two days of 15 Scientific lectures by the country’s well-known sleep specialists, a Research Forum and a Quiz Contest during the event. During the convention, PSSM also made its urgent call to action to the public, specifically the growing problem of sleep deprivation, through the press conference sponsored by Philips Respironics and Uratex Philippines.  The Society was widely featured across all media platforms and because of this, the issue of sleep disorder as well as the organization, gained more popularity among the general public.  Even after 25 years, the objectives of the said conference remained the same, which are to promote awareness of sleep health and provide education on managing sleep disorders and further the cause of healthy sleep in the Philippines.

KNOW ALL MEN BY THESE PRESENTS

The undersigned incorporators, all of legal age and majority of whom are residents of the Philippines, have this day voluntarily agreed to form a non-stock and non-profit association under the laws of the Republic of the Philippines.

THAT WE HEREBY CERTIFY:

FIRST: The name of the said association shall be: PHILIPPINE SOCIETY OF SLEEP MEDICINE, INC. (PSSMI)

SECOND: That the purpose or purposes for which such association is incorporated are:

  1. To establish, update, review and maintain standards for the evaluation, classification and treatment of human sleep disorders and sleep-related disorders.
  2. To promote education and post-residency training in Sleep Medicine training in sleep disorders medicine and to foster related research.
  3. To provide a forum for the exchange of information and to represent the sleep disorders discipline in relation to health professional organizations, local regulatory bodies, and private health insurers.
  4. To engage in income generating ventures or other fund raising projects and to accept donation or aid from any person or entity of whatever nature for the furtherance of its objectives.
  5. To affiliate with medical and/or non-medical organizations both local and international to assist in the promotion of our objectives.

 

THIRD: That the place where the principal office of the association is to be established is at: Saint Luke’s Medical Center, 279 E. Rodriguez Sr. Blvd., Quezon City.

FOURTH: That the term for which the association is to exist is fifty (50) years from and after the date of issuance of the certificate of incorporation.

EIGHTH: That no part of the income which the association may obtain as an incident to its operation shall be distributed as dividends to its members, trustees or officers subject to the provisions of the Corporation Code on dissolution. Any profit obtained by the association as a result of its operation, whenever necessary or proper, shall be used for the furtherance of the purposes enumerated in Article II, subject to the provision of Title XI of the Corporation Code of the Philippines.

NINTH: That Dr. Patrick Gerard Moral has been elected by the members as Treasurer of the association to act as such until his/her successor is duly elected and qualified in accordance with the by-laws; and that as such Treasurer, he/she has been authorized to receive for and in the name and for the benefit of the association all contributions or donations paid or given by the members.

TENTH: That the association manifests its willingness to change its corporate name in the event another person, firm, or entity has acquired a prior right to use the said name or one deceptively or confusingly similar to it.

ELEVENTH: That the association shall comply with the requirements for non-stock corporations in the course of its operation.

BY-LAWS OF THE PSSMI

- ARTICLE I -

MEETINGS

Section 1. Annual Meetings – The annual meeting of the members shall be held at the principal office of the association in March of each year. The President shall render his annual report to the members regarding the activities of the association. The election of directors shall also be held during this regular meeting.

Section 2. Special Meetings – Special meetings of the members shall be called as the need arises, by the Board of Trustees or the President or upon petition of 1/3 of the general membership.

Section 3. Notices – Notices of the time and place of annual and special meetings of the members shall be given either personally or by special delivery mail, at least two (2) weeks before the date set for such meeting. The notice of every special meeting shall state briefly the purpose or purposes of the meeting.

Section 4. Quorum – A quorum for any meeting of the members shall consist of a majority of the members and a majority of such quorum may decide any question at the meeting, except those matters where the Corporation Code requires the affirmative vote of a greater proportion.

Section 5. Order of Business – The order of business at the annual meeting of the members shall be as follows:

  1. Proof of service of the required notice of the meeting
  2. Proof of the presence of a quorum
  3. Reading and approval of the minutes of the previous annual meeting
  4. Unfinished business
  5. Report of the President
  6. Election of the Trustees for the ensuing year
  7. Other matters. 

 

Section 5. Voting Proxy – Each member shall be entitled to one vote, and he may vote rather in person or by proxy which shall be in writing and filed with the Secretary of the association before the scheduled meeting.

- ARTICLE II -

TRUSTEES

Section 1. Board of Trustees – The corporate powers of the association shall be exercised, its business conducted and its property controlled by the Board of Trustees.

Section 2. Qualifications – The trustees to be elected must be of legal age and members of the association.

Section 3. Disqualification of Trustees or Officers – No member convicted by final judgment of an offense punishable by imprisonment for a period exceeding six (6) years, or a violation of the Corporation Code of the Philippines committed within five (5) years prior to the date of his election or appointment, shall qualify as a trustee or officer.

Section 4. Term of Office of Trustees – The trustees shall hold office for one year and until their successors are duly elected and qualified.

- ARTICLE III -

OFFICERS

Section 1. Officers – The officers of the association shall be a President, a Vice-President, a Secretary, and a Treasurer. They shall be elected by the Board of Trustees from among themselves. The Board may combine compatible offices in a single person.

Section 2. Term of Office of the Officers – All officers of the association shall hold office for one year and until their successors are duly elected and qualified.

- ARTICLE IV -

FUNCTIONS AND POWERS OF OFFICERS

Section 1. President – The President shall be the Chief Executive Officer of the association. He shall preside in all meetings of the members of the association and the Board of Trustees.

He shall execute all resolutions of the Board of Trustees. He shall be charged with directing and overseeing the activities of the association. He shall submit to the Board as soon as possible after the close of each fiscal year, and to the members of each annual meeting, a complete report of the activities and operations of the association for the fiscal year under his term.

Section 2. Vice-President – The Vice-President, if qualified, shall exercise all powers and perform all duties of the President during the absence or incapacity of the latter and shall perform duties that may be assigned by the Board of Trustees.

Section 3. Secretary – The secretary shall give all notices required by these by-laws and keep the minutes of all meetings of the members and of the Board of Trustees in a book kept for the purpose. He shall keep the seal of the association and affix such seal to any paper or instrument requiring the same. He shall have custody of the members register and the correspondence files of the association. He shall also perform all such other duties and work as the Board of Trustees may from time to time assign to him.

Section 4. Treasurer – The Treasurer shall have charge of the funds, receipts and disbursements of the association. He shall keep all funds and other valuables of the association in such banks as the Board of Trustees may designate. He shall keep and have charge of the books of accounts. He shall also perform such other duties and functions as may be assigned to him from time to time by the Board of Trustees. He shall post a bond in such amount as may be fixed by the Board of Trustees.

Section 1. Qualifications for Membership – The board shall determine the qualifications of an applicant for membership.

Section 2. Rights of Members – A member shall have the following rights:

  1. To exercise the right to vote on all matters relating to the affairs of the association;
  2. To be eligible to any elective or appointive office of the association;
  3. To participate in all deliberations/meetings of the association;
  4. To avail of all the facilities of the association;
  5. To examine all the records of books of the association during business hours.

Section 3. Duties and Responsibilities of the Members – A member shall have the following duties and responsibilities:

  1. To obey and comply with the by-laws, rules and regulations that may be promulgated by the association from time to time;
  2. To attend all meetings of the association;
  3. To pay membership dues and other assessments of the association.

SUSPENSION, EXPULSION AND TERMINATION OF MEMBERSHIP

Suspension, expulsion and termination of membership, shall be in accordance with the rules and regulations of the association.

Any member of the association may file charges against a member by filing a written complaint with the Secretary of the association. The Board of Trustees shall call a special meeting to consider the charges. The affirmative vote of majority of all the trustees shall be necessary to suspend a member; Provided that where the penalty is expulsion, the affirmative vote of majority of all the members of the association shall be necessary.

- ARTICLE VII -

FUND

Section 1. Funds – The funds of the association shall be derived from admission fees, annual dues and special assessments of members, gifts, or donations.

Section 2. Disbursements – Withdrawal from the funds of the association, whether by check or any other instrument shall signed by the Treasurer and countersigned by the President. If necessary, The Board of Trustees may designate other signatories.

Section 3. Fiscal Year- The fiscal year of the association shall be from January 1st to December 31 of each year.

CORPORATE SEAL

Section 1. Form – The corporate seal of the association shall be in such form and design as may be determined by the Board.

AMENDMENTS OF THE BY-LAWS

Section 1. Amendments – These by-laws, or any provision thereof, may be amended or repealed by a majority vote of the members and by a majority vote of the Trustees at any regular or special meeting duly held for the purpose.

Adopted this 3rd of January, 2002 in Quezon City, by the affirmative vote of the undersigned members representing a majority of the members of the association in a special meeting duly held for the purpose.
